India Health Action Trust (IHAT) was established in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalized people by addressing health and social inequities. IHAT focuses on reducing these inequities by developing comprehensive, sustainable programs to improve population health. Since its inception, IHAT has closely collaborated with the Government of India and state governments—including Karnataka, Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi, and Bihar—to achieve critical public health goals. Our work emphasizes prevention and control of HIV and tuberculosis, advancing Reproductive, Maternal, Neonatal, and Child Health (RMNCH) outcomes, improving maternal and child nutrition, and strengthening health systems. Through program science, we optimize and scale public health programs, partnering with governments and communities.
About Program:
In Madhya Pradesh, the Innovation Hub, MP was initiated in 2019, pursuant to the MoU with the National Health Mission, Government of Madhya Pradesh (NHM-GoMP). The hub conducts epidemiological and situational analyses to help the NHM-MP identify priority geographies and populations, and design interventions to improve population level health outcomes in RMNCHA, Tuberculosis, HIV/AIDS. Health systems strengthening in areas related to human resources and quality improvement are also addressed. In Shahdol, IHAT is implementing Project MANCH since 2021 to improve maternal, new-born and child health outcomes among tribal populations.

Job Summary :
The Specialist – Monitoring & Evaluation (M&E) will lead M&E initiatives for IHAT’s Madhya Pradesh programs, driving data-driven strategies and collaborating with government health departments to enhance data accessibility, quality, and utilization. This role will offer techno-managerial support in two main areas:
- Assisting the Health Department to strengthen data-informed decision-making.
- Leading or coordinating assessments commissioned by IHAT, focusing on the Regional Resource Training Centre (RRTC) program, which engages faculty from government medical colleges to train and mentor healthcare teams on CEmONC services and supports tribal health initiatives in Shahdol.
The Specialist will report to the Program Director – Madhya Pradesh and work closely with IHAT’s MERL Director and MP State Programs Lead.
This role will have reporting lines of up to 4 members, in addition to coordinating with any external agencies, internally constituted task forces. The role involves travel within and outside the state.
Key Responsibilities:
1. Strategic Data Analysis and Program Insights
- Conduct strategic analyses to generate programmatic insights that support improved service delivery for RMNCHN initiatives in Madhya Pradesh.
- Formulate and address key strategic questions to guide program implementation, using insights derived from data analysis.
- Lead data synthesis from various sources—primary (internal program assessments, routine service statistics) and secondary (NFHS, AHS, DLHS, NSSO, DHS, SRS etc.)—to develop actionable recommendations.
2. Knowledge Generation and Technical Documentation
- Lead/coordinate key programme reviews, baselines and evaluations/end-line surveys and action researches commissioned in the state.
- Prepare technical documents, policy briefs, and infographics based on evidence from analyses, supporting knowledge sharing and advocacy efforts.
- Maintain a comprehensive repository of health data sources to aid IHAT and government stakeholders in data-driven decision-making.
- Contribute M&E content for IHAT’s website and knowledge management initiatives, enhancing the visibility of program outcomes and insights.
- Contribute to the development of peer-reviewed scientific publications and manage technical publication agenda for IHAT’s team in Madhya Pradesh.
3. Program and Government Collaboration
- Provide targeted support to strengthen government data systems and ensure quality data for decision-making during review meetings.
- Coordinate with stakeholders, including NHM, Directorate of Health Services (DHS), Directorate of Medical Education (DME), medical colleges, and relevant departments like Women & Child Development (WCD) and Tribal Welfare, to align M&E activities with program objectives.
- Engage with internal and external stakeholders to ensure effective M&E processes, supporting IHAT’s objectives and enhancing government data systems where necessary.
4. Data Management and Reporting
- Oversee data management, including downloading, compiling, cleaning, matching, triangulation, analysis, and presentation, using government data systems such as HMIS, MCTS, RCH-ANMOL, and TB MIS.
- Support the team in designing M&E frameworks and reporting structures for IHAT’s programs, aligning with program priorities and donor requirements.
- Identify and address data quality issues, ensuring the accuracy and reliability of information used for monitoring and program improvement.
5. Additional Responsibilities:
- Adhere and Contribute to organization’s Gender Equality, Diversity and Inclusion and safeguarding and PSHEA initiative.
- Any other work given by the line manager or organization from time to time
Work Experience:
- Professional Experience: Minimum 7+ years of relevant experience in M&E within health or public health programs.
- Technical Expertise: Strong background in working with government data systems (HMIS, MCTS, RCH, etc.) is essential.
- Data Mapping and Visualisation: Knowledge of spatial mapping of data and data visualisation is an added advantage

- Active membership in professional organizations to enhance knowledge, skills, and networking opportunities in the M&E field is desirable.
Education:
Academic: Post-graduate degree in Statistics, Demography, Economics, Public Health, or a related field.
Key Competencies:
Conceptual and Analytical Skills:
- Proficiency in data analysis, management, and visualization tools such as STATA, R, Excel, and other analytical software.
- Deep understanding of RMNCH+A and public health priorities.
- Proven experience in building an organization’s programmatic capacity in M&E.
Leadership and Management
- Demonstrated leadership experience, preferably in a research or program setting.
- Ability to build relationships and collaborate effectively with multidisciplinary teams, government officials, and external partners.
Communication Skills
- Excellent written and oral communication skills, including the ability to deliver complex messages to diverse audiences.
- Proficient in developing presentations, reports, and other forms of documentation with persuasive communication abilities.
- Strong conceptual, analytical, and innovation skills for driving program insights and strategic recommendations.
