About IHAT:

India Health Action Trust (IHAT) works towards reducing inequities by developing comprehensive and sustainable programs to improve population health. Aligned with Sustainable Development Goals, IHAT works closely with the Government of India and state governments to achieve public health goals. IHAT’s work focuses on prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. IHAT has also set up Technical Support Units (TSU) and Innovation Hub to provide techno-managerial assistance and to coordinate with the Governments, Non-Government Agencies, Academic Institutions and Communities.

About Program:

Under the TSU work in UP, a significant work is to support GoUP on enhancing data use for decision-making. This mainly includes – improving the availability, accessibility, quality and use of data. The core objective of this work is to provide techno-managerial support to the Health Department of GoUP to enhance the use of data for decision-making by strengthening the availability and quality of government data system and increasing the use of data for problem-solving by gap analysis and prioritization at different levels (state, division, district and block).

Job Summary :

The primary responsibility of this position will be to build the capacity of divisional and district level government staff in data curation, analysis and decision-making to analyse the data and identify programmatic gaps to help suitable evidence-based decision making. The person will also be responsible for strengthening of government data system in terms of data quality, data analysis, monitoring of TSU/GoUP designed survey to ensure availability of quality data for analysis. S/He will also be responsible for laisioning with government officials and other stakeholders for various purposes at division level.

Key Responsibilities:
  1. Establish different platforms, mechanisms to strengthen data quality of government data system HMIS, RCH etc. and unitize system and build capacity of the divisional/districts in data quality analysis and corrective actions. Implement data quality assurance mechanism
  2. Conduct data analysis of different health related data from different sources to establish and implement data-based review system at Divisional and District level of health department
  3. Design and conduct data quality and data use assessment of government data system as supported by state team
  4. Establish mechanism in division for facility-based review and decision making by using data
  5. Conduct regular field visits to provide technical support and mentoring for strengthening of data quality and data use to district and block level officials
  6. Design and implement capacity building plan and conduct training and mentoring to government officials specifically Divisional M & E Hub on data analysis and implementation of key interventions on data quality and data use strengthening
  7. Ensure to provide reports, data and evidence as required to generate learning for project implementation.
  8. Document best practices, flyers, reports and PPT for publication and dissemination
  9. Any other work given by the line manager or organization from time to time
  10. Additional tasks as may be added to the Job Description from time to time for the job role
Work Experience:
  • Essential experience: At least 4 years of experience in a managerial and/or technical capacity in programmatic M&E, preferably in public health or development sector.
  • Preferred experience: Demonstrated management of government data system and liaison with government.
Education:
  • Required Qualification: Bachelor/Masters in Demography studies/statistics/public health/health management or equivalent qualification
  • Preferred Qualification: Masters/PHD in demography/Statistics

  • Proficient in STATA /R and Advance Excel
  • Proficient in conducting statistical analysis

  • Knowledge of survey design and research methodologies (Quant/Qual)
