About IHAT:

India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has been working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

The Contract Management Associate/ Specialist will support the Director, Health System Strengthening in providing support to the Department of Medical Health & FW, Department of Women & Child Development and Department of Medical Education, Uttar Pradesh, in procuring and managing PPP and other private sector contracts within the health and nutrition sector in Uttar Pradesh.

Key Responsibilities:
  • To take lead in drafting the Expression of Interests, Terms of References, Request for Proposals, Bidding Documents, proposal/bid evaluation and etc for procurement of consultancy & non-consultancy services, goods & etc
  • To review and handle technical, commercial and legal aspects of procurement (in consultation with Technical, Legal and Policy teams as necessary);
  • To assist the stakeholders for overseeing the entire lifecycle of Public-Private Partnership (PPP) contracts, including contract drafting, negotiation, execution, monitoring, and dispute resolution, ensuring that the project aligns with government objectives and the private partner meets all contractual obligations throughout the partnership.
  • To manage the contracts of TAs/agencies and take necessary measures on time.
  • To provide technical support to the stakeholders while structuring and drafting of comprehensive PPP contracts, including technical specifications, financial terms, performance metrics, and risk allocation mechanisms.
  • To support in managing the implementation of the PPP contract, tracking project milestones, and ensuring timely delivery of project deliverables.
  • To assist the stakeholders for monitoring the private partner’s performance against key performance indicators (KPIs) specified in the contract.
  • To support stakeholders for on-boarding and project management of PPPs/contracts.
  • Gap assessment of existing structures and capacity within the government system in regard to bid and contract management process
  • To support in identifying potential risks and proactively taking steps to mitigate them.
  • To coordinate with the procurement division of various stakeholders on matters related to procurement.
  • To guide and support to the stakeholders in procurement and contract management related policies and activities.
  • To keep progress of procurement activities and update the procurement tracker periodically.
  • To provide technical support to the stakeholders while preparing the EoI, RFPs, RFQs
  • Capacity building of identified government resources, including handholding support on bid management and contract management with specific focus on SLA creation and monitoring.
  • To verify the invoices and related documents submitted by the agencies while processing for payment recommendation.
  • To perform any other relevant work related to the procurement assigned by the Director, Health System Strengthening.
Work Experience:
  • Post qualification, minimum 1-2 years of professional experience in public procurement especially preparation of Express of Interest, Notice Inviting Tender, Request for Proposal, bidding documents for procurement of consultancy & non-consultancy services, goods and etc. (preference shall be given to the candidate/s having more years of experience in the domain of public procurement, contract management and Public-private-partnership)
  • Knowledge of tender procedures in public sector through GeM and Non-GeM
Education:
  • Required qualification: Graduate in any discipline from a recognized university.
  • Preferred qualification: MBA or equivalent / certification on PPP/Public Procurement/Contract Management will be preferred.
Key Competencies:
  • S/he should be familiar with the procurement process followed by Government of Uttar Pradesh, Government of India
  • S/he should be familiar with the procurement rules-GFR 2017, Manual for procurement of goods, services & non-consulting services-GoI, GeM & etc.
  • Self-driven with a high degree of responsiveness and proactivity.
  • Working knowledge of basic office software packages
  • Ability to work independently on complex projects and proactively manage projects with minimum supervision
  • Excellent interpersonal abilities and effective communication skills in both English and Hindi
  • Proficient in written and oral communication, including presentation skills and the ability to write analytical reports
