About the Program

Delhi Technical Support Unit (DL TSU) was established in 2014 to support Delhi State AIDS Control Society (DSACS) to achieve a high level of coverage and ensure quality of its HIV prevention, treatment and care programmes, delivered under NACO’s Targeted Intervention Program.

The TSU supported DSACS in implementing 78 Targeted Intervention programs in partnership with 60 NGOs/CBOs in Delhi to support high risk groups that include Key Population: Female Sex Workers, Men who have Sex with Men, People Who Inject Drugs and Transgenders, and Bridge Population: Migrants and Truckers.

The project was officially closed on 15 September 2022.

THE APPROACH

Delhi TSU provided technical and management support to DSACS for HIV prevention. IHAT adopted an evidence driven approach to strategic planning, resource management, capacity building and program monitoring to strengthen Targeted Interventions focused on providing HIV prevention, care and support services to population groups at high risk.

What We Do

  • Virtual Intervention

With the rise in usage of internet and mobile applications, the MSM community has shifted to virtual platforms such as websites, dating apps and social media for solicitation and networking. The virtual intervention is an innovative web based communication strategy which aims to identify and link the virtual network based MSMs with HIV prevention services. The MSM community can access counseling services, free condoms delivered to their door-step, appointment booking for HIV testing and STI screening and information and educational material on HIV.

DL TSU developed the virtual intervention and supported DSACS in its implementation. Now, it has been adopted by NACO for scale up across the country.

  • Network Operator Approach

The organisation and practice of FSWs in Delhi has shifted from largely hotspot based geographical networking to virtual networking through the increased use of mobile phones, internet and social media. Different types of networks have emerged, making it difficult to reach out to the individual FSWs with the traditional strategies. FSWs operate through Network Operators, including pimps, madams, local vendors, clients and auto drivers for example. To address this changing pattern, DSACS and the Delhi TSU has implemented a program to engage Network Operators in effort to ensure that FSWs working through Network Operators have access to HIV prevention services and supports. Through consultations, trainings and regular meetings, the Network Operators are sensitised about HIV, methods for HIV prevention and the importance of regular HIV testing and other services offered through the TI programs.

This intervention has been adopted by NACO for scale up across the country.

  • Project Spa Wellness

Project Spa Wellness is an HIV prevention intervention designed and implemented to reach FSWs and MSMs engaged in sex work through massage parlors and spas. The FSW TIs and MSM TI provided HIV prevention services to KPs associated with massage parlors, which included community based screening and door step services like counselling, condom distribution and HIV & Syphilis screening. The massage parlor owners/managers were also sensitised through education programs.

This intervention has been adopted by NACO for scale up across the country.

  • DERA INTERVENTION

The Guru Chela system in Dera/Gharana have strict rules and regulations, particularly on refraining from sexual practices. However, it was found that most of the Dera community members were sexually active, but did not disclose it. Moreover, they did not have access to information and services to engage in safe sex practices. They were at a risk of contracting HIV and other sexually infectious diseases. To address this gap, the Dera intervention was initiated; wherein sensitization programs with the Gurus were conducted, alongwith apprising the TG community on HIV prevention, care and treatment services in Delhi.

This intervention has been adopted by NACO for scale up across the country.

IHAT has compiled this ‘15 Years of Journey of IHAT’ report for technical assistance in implementing TIs for HIV prevention. IHAT implemented a project for 15 years in Karnataka (since 2007) and seven years in Delhi (since 2014) to support the quality implementation of the national HIV program.

Mapping and size estimation of men who have sex with men in virtual platforms in Delhi, India

In India, the HIV epidemic is concentrated among key populations, such as the MSMs. Conventional targeted interventions mitigate HIV transmission by focusing on physical hotspots. As there is a shift within the MSM community to connect with sex partners online, novel approaches are needed to map virtual platforms where sexual networks are formed. This study estimates the number of MSM in Delhi using virtual platforms to connect for sex and to describe patterns of their use.

HIV Intervention in Spas and Massage Parlours in Delhi

With the evolution of sex work patterns, newer physical places like Spas and Massage Parlours are emerging as new venues for sex work. The traditional peer-educator based Targeted Interventions reach out to the Key Population at geographical hotspots. However, these new venues are often unreached. DL TSU, in collaboration with DSACS, identified this implementation gap and supported DSACS to design this intervention to reach out and provide HIV services to the FSWs and MSMs who engage in sex work through Spas and Massage Parlours in Delhi.
