Launched in 2008, the Government of Uttar Pradesh’s SBA training aimed to enhance maternal and neonatal care by training nurses and ANMs in delivery management. However, challenges like slow rollout and inconsistent quality persisted, which led to the conceptualisation of the Cluster Model, which improved training speed and quality through decentralised sites, local trainers, and mini-skill labs.

Amendment of Uttar Pradesh Medical and Health Service Rules

In 2020, Government of Uttar Pradesh amended service rules to directly recruit specialist doctors at the L2 level, distinguishing them from MBBS doctors. This ensured targeted recruitment, transparent selection, and merit-based postings. By 2024, specialist numbers increased by 23.89%, improving healthcare access and outcomes. This policy marks a transformative step in strengthening Uttar Pradesh’s public health system.
