About IHAT:

India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

Team Lead/ Sr. Specialist – Facility Strengthening will closely work with officials of Department of Health and Family Welfare and Department of Medical Education to strengthen facility based care in secondary and tertiary care hospitals in Uttar Pradesh. S/he shall provide techno-strategic support to the state in establishing networks of care which shall involve developing and implementing strategies to to expand the services package at secondary and tertiary care facilities, including but not limited to providing pre-referral management for cases STEMI & Stroke; provision of mechanical ventilation services at district hospitals etc. S/he shall support in designing, implementing and monitoring strategies for capacity building and continuous mentoring of medical personnel including doctors, nurses and paramedical staff.

Key Responsibilities:

1. Technical:

  • Coordinate with the Department of Medical Health and the Department of Medical Education to establish institutional mechanisms for medical colleges and universities to continuously provide capacity building and mentorship to District Hospitals and CHCs.
  • Support the Department of Medical Health in expanding the services package at secondary and tertiary care hospitals with a focus on NCDs and Emergency/Critical Care.
  • Provide technical inputs to create care networks across CHCs, District Hospitals, and Medical Colleges for ST Elevation MI, Stroke, etc.
  • Conduct frequent field visits to support and monitor the implementation of the facilities strengthening intervention.
  • Meet regularly with Department of Medical Health staff for smooth project management and respond in a timely manner to requests for meetings, reports and other requests.
  • Facilitate project activities, including workshop planning and technical materials availability to ensure smooth implementation.
  • Work closely with the supervisor/programmatic linkage on setting program priorities and directions, and responding to requests for technical support from the Health Department officials and/or local counterparts.

2. Any other work assigned by the line manager.

Work Experience:
  • Minimum 3-5 years of progressively responsible professional experience in the management of Facility Strengthening/NCD programs at the district and state levels preferably in the state of Uttar Pradesh.
  • Previous exposure to working with the government/ development agency in facility-based interventions will be preferred.
Education:
  • The candidate must have MBBS. Candidates with post-graduate degree/DNB in Medicine or Emergency Medicine or Community Medicine shall be given preference.
