About IHAT:

India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.

Job Summary :

The Director of Health Facilities (Clinical) and Systems Strengthening will play a pivotal role in supporting IHAT’s mission to transform healthcare delivery in under-resourced communities. This position focuses on enhancing Reproductive, Maternal, and Newborn Health, addressing Communicable Diseases, and fortifying Health Systems in these areas. The ideal candidate will have a strong background in clinical services and health systems strengthening, with proven leadership experience in complex healthcare environments. They will excel at navigating healthcare policies and regulations, driving impactful improvements in patient care and health system performance, and fostering strategic partnerships.

The Director will collaborate closely with the Director of Community Health Improvement and Systems Strengthening, providing strategic direction and leadership to ensure the highest quality of patient care. The incumbent will work across various states, offering technical collaboration and support for ongoing programs, and work closely with IHAT’s Senior Management Team, cross-functional teams, and the government. Areas of collaboration will include developing and implementing supportive supervision and quality assurance mechanisms; monitoring, reporting, evaluation, and documentation efforts to inform course corrections and strengthen representation with program/sector partners and the government. Additionally, the Director will foster public-private partnerships, build sector and donor relationships, and lead/support resource mobilization efforts.

Key Responsibilities:
  1. Technical Leadership
  • Review legal, regulatory, health sector policies and provisions, and quality assurance benchmarks to strengthen public and private healthcare facilities.
  • Collate and consolidate IHAT’s initiatives for supporting improved healthcare services delivery, adopting program science and systems strengthening approaches.
  • Develop program strategies and provide strategic and technical inputs for health services strengthening for Reproductive, Maternal, and Newborn Health, and related Health Systems Strengthening initiatives.
  • Direct the development and implementation of IHAT’s strategy for improving the quality of health services/clinical care.
  • Develop internal and external outreach and influence strategy for increased resource allocations, scaling of technical interventions, and policy influence, positioning clinical interventions as significant contributors to achieving national and global health indicators.
  • Ensure new programs and ongoing initiatives incorporate interventions to strengthen clinical care based on principles of health equity, addressing barriers to girls’ and women’s optimal health.
  • Identify potential innovations and approaches to replicate/upscale.
  1. Program Coordination and Administration
  • Collaborate with stakeholders, including donors and government at the national level, in consultation with project teams, effectively representing IHAT’s work in healthcare services strengthening.
  • Provide direction and guidance for the development and management of an integrated work plan aligned with health facilities and related systems strengthening work plans.
  • Oversee strategic and annual operating budgets, providing supportive supervision on implementation, and monitoring consolidated budgets vs. expenditure statements with concerned team members.
  • Collaborate with teams to review project/program progress, effectiveness, and impact; implement mid-course corrections as necessary and share regular updates with the Senior Management Team, technical working groups, and external stakeholders.
  • Support project teams and the MERL team during the development of donor reports to ensure program progress, output, and outcome indicators are effectively presented.
  1. Guidelines, Protocols and Capacity Building
  • Develop and implement policies, SOPs, technical updates, and procedures to maintain compliance with healthcare regulations and standards, ensuring quality services.
  • Develop service delivery guidelines for various programs as per national guidelines and lead IHAT’s clinical service delivery implementation.
  • Develop the training curriculum based on program requirements and ensure trainings are conducted as per schedule in all facilities.
  • Conduct regular training sessions to ensure adherence to standardized protocols and emerging best practices, providing facilitative supervision.
  • Provide technical inputs for developing projects/interventions for international/national funding and support their implementation.
  • Lead documentation of key initiatives and participate in conferences, seminars, and workshops at national/international levels to support the organizational mission.
  1. Monitoring, Evaluation, Research and Learning
  •  Conduct regular reviews of clinic performance, patient satisfaction, and clinical outcomes to drive continuous improvement.
  • Contribute to the development of needs assessments, baselines, monitoring and evaluation, and research initiatives for IHAT projects/programs in collaboration with sector players, research, academic institutions, and the government.
  • Oversee the use of monitoring and evaluation data to guide program improvements and ensure high standards of quality and effectiveness.
  • Implement mechanisms for supportive supervision and quality assurance.
  • Lead/support the development of knowledge products based on primary and secondary data analysis, program learning, and MIS data.
  1. Strategic Leadership and Collaboration
  • Work closely with IHAT’s Senior Management Team, cross-functional teams, and government entities to drive strategic initiatives.
  • Build and maintain robust partnerships with sector partners and the government to support IHAT’s mission.
  • Represent IHAT in external forums to advocate for and advance the organization’s objectives.
  1. Resource Mobilization
  • Develop relationships with sector players, technical and academic institutions, donors, and the government to resource health facilities improvement initiatives.
  • Engage in developing technical/non-financial and financial MoUs/Agreements with government and non-government actors for joint/consortium initiatives, complementarities, and representation.
  • Initiate and lead new fundraising opportunities with technical leads, advisors, relevant geographic and program managers, and develop/support high-quality program and funding proposals.
  • Develop/support the development of technical and financial bids for multi-laterals, bi-laterals, Corporates, and government bids.
  • Collaborate with the resource mobilization team to track grants acquired and support project inception, periodic reporting, monitoring, and donor interface for acquired grants.
  1. Representation
  • Support IHAT leadership to create an interface with the Government of India, State Government, and its agencies, academic institutions, and national organizations for IHAT’s MNCH, Communicable Diseases, and Health Systems Strengthening.
  • Strategize, develop, manage, and prepare required briefs on relationships with government departments, sector players, and IHAT offices and teams.
  • Delegate, oversee, and review the management of national relationships along with the Senior Management Team. Manage sub-state relationships by the team.
  • Oversee/delegate the engagement of senior experts and consultations for specialized areas of programming.
  1. Team Leadership and Development
  • Demonstrate IHAT’s core values through exemplary behavior.
  • Ensure common understanding and vision about the program by all team members, along with clear communication.
  • Delegate responsibilities among team members to ensure quality outputs and provide regular feedback, coaching, and mentoring to develop professional capacity and performance.
  • Monitor and provide objective feedback related to staff performance, including completing staff performance evaluations to promote growth and professional development.
  • Ensure team performance objectives are well-defined and timely monitored using IHAT’s performance management system and other tools. Ensure team objectives are known by all relevant entities and progress reported to stakeholders.
  • Ensure team members are adequately supported in their work, and their development needs are identified and met.
  • Administer the development, implementation, and monitoring of the team budget in a timely manner.

 Other Responsibilities: Perform any other work assigned by the line manager.

Work Experience:
  • 15+ years of relevant experience, including 7+ years in a senior managerial position, preferably in RMNCH, community health improvement models, and approaches for non-communicable diseases, Infectious Disease Surveillance, Prevention, and Control.
  • Prior experience in Health Care Services Improvement and Related Systems Strengthening Initiatives with a proven understanding of financial management in these areas (facilities and human resources).
  • Prior experience working with the government and international organizations/bilateral agencies. Experience working with Foundations, Trusts, and Corporates is an added advantage.
Education:

MBBS/MD degree with specialization in areas of IHAT’s expertise or Public Health, preferably PhD.

  • Proven ability to conceptualize, analyze, innovate, plan and execute ideas.
  • Should have experience of participating in a strategic planning process for the organization.
  • Should have experience of strengthening programmatic capacity of an organization, especially in the areas of innovations and in systems development approach.
  • Demonstrated leadership and managerial experience, preferably in a healthcare setting.
  • Should have experience of building relationships and working with multi-disciplinary teams, technical advisory groups and external stakeholders.
  • Excellent written and oral communication skills that include strong presentation and persuasive ability and report writing ability.
  • Persuasive communication skills and the capacity to deliver complex messages to a variety of audiences.
